The UK Government has released its roadmap outlining the implementation of the Renters' Rights Act 2025, with Phase 1 beginning on 1 May 2026.
No new Section 21 notices can be served after this date, although any issued beforehand will remain valid until expiry or the tenant leaves. All existing and new private tenancies will convert to the new system from the same date.
Phase 1 will also introduce a cap on rent in advance, anti-discrimination measures, the ban on rental bidding, rent increases via Section 13, and new rules on pets. Landlords will also be required to issue a written statement to tenants, while existing agreements will remain in place. We are working with the Ministry of Housing, Communities and Local Government via Propertymark, with further details to be provided at a later date.
Phases 2 and 3 will follow, with the Landlord Ombudsman and PRS Database rolling out from late 2026. The Decent Homes Standard and Awaab's Law are planned for consultation in the mid-2030s.
